Heat the oven to 130c/fan 110c/gas ½. Cover a baking sheet with baking parchment. Whisk the egg whites with electric beaters until they just form stiff peaks. Add the golden caster sugar a couple of tbsp at a time and whisk really well between each addition until the meringue is stiff and glossy, then whisk in the water, cornflour and white wine vinegar. Spoon the mixture onto the baking parchment and use a palette knife to make a circle about 20cm in diameter. Put in the oven and cook for 1 hour. Turn the oven off and leave the meringue inside for an hour. Peel off the parchment and serve.
